Wu Chun Hing was Chinese and was one of the richest men in San Francisco.
Wu told Matthew Stark that the "Chinatown Bandit" was not Chinese and allowed Matthew to come to the conclusion that the bandit was Makoto Stark. Wu described having found almost all of the stolen property in the room of a prostitute, Siu-fong.
Wu later called Matthew again when Siu-fong and four men were found dead in Siu-fong's room. He and Matthew constructed a fiction that gave Ulysses Mulligan credit for killing the men and recovering the stolen jewelry.
